For your father, look into voice activated devices. Current technology offers many low vision or blind accessible settings for computers, tv's, phones. It takes some work to research them but many areas have low vision support groups that offer free meetings, device trials, and information. I only know this because I've been searching out things for my mom who's losing her vision. It might offer him a little sliver of control over his life. Take care!
